Peace Gains Ground: Whole-of-Nation Approach Continues to Yield Positive Results in Central Luzon

Reflecting the continued effectiveness of the government’s whole-of-nation strategy in addressing internal security threats, 12 former members of Communist Terrorist Groups (CTGs) and Underground Mass Organizations (UGMOs) surrendered to authorities in key areas of Central Luzon between May 13 and 16, 2025.

Police Brigadier General Jean S. Fajardo, Regional Director of Police Regional Office 3 (PRO 3), affirmed that the series of surrenders, facilitated under the government’s Oplan Balik-Loob and the local Task Force to End Local Communist Armed Conflict (TF-ELCAC), serve as compelling evidence of the administration’s effective approach to ending local insurgency.

On May 13, “Ka Mia,” a farmer from Barangay Pao 3rd, Camiling, Tarlac and a former member of the Kilusang Larangang Gerilya Tarlac-Zambales (KLG-TAR-ZAM) under the CTG structure, voluntarily surrendered to intelligence operatives of the Camiling Municipal Police Station, included the turnover of one caliber .38 revolver (without ammunition). She has been released after a tactical interview and is currently undergoing reintegration assistance.

Three days later, on May 16, nine individuals affiliated with the Liga ng Manggagawang Bukid (LMB) simultaneously renounced their support for the Alyansang Magbubukid sa Gitnang Luzon (AMGL), a group associated with the Kilusang Magbubukid ng Pilipinas (KMP) in Barangay Faigal, Guimba, Nueva Ecija. Identified by their aliases as Gloria, Feliza, Irene, Zenika, Julieta, Lydia, Norma, Marcelina, and Rualyn, their surrender was the result of coordinated efforts of the 2nd Provincial Mobile Force Company (PMFC) of the Nueva Ecija Police Provincial Office (NEPPO), headed by Police Lieutenant Colonel Warly C. Bitog, Force Commander, and its partner agencies, including the 84th Infantry Battalion of the 7th Infantry Division, Philippine Army (PA).

Later that same afternoon, “Ka Ruby,” 42 years old and formerly aligned with the Rebolusyonaryong Hukbong Bayan (RHB), turned herself in at the 1st PMFC Headquarters in Camp Alejo S. Santos, Malolos City, Bulacan. She had previously operated in the coastal areas of Bulacan, Pampanga, Zambales, and Bataan. Along with her surrender, she turned over a snub-nosed caliber .38 revolver with three live rounds. Her surrender was facilitated by the 1st PMFC, Malolos City Police Station, Bulacan Provincial Intelligence Unit, and the 70th Infantry Battalion. She is currently undergoing documentation and tactical interrogation and has already received initial financial assistance as part of her reintegration process.

In Zaragoza, Nueva Ecija, another former UGMO member known as “Alias Nonoy,” a bachelor from Barangay San Eustacio, Aliaga, also renounced his ties to the Pambansang Katipunan ng Magsasaka (PKM). He surrendered a caliber .38 revolver without a serial number and four rounds of ammunition through the combined efforts of NEPPO’s 1st and 2nd PMFCs and the Zaragoza MPS.

Under the leadership of Police General Rommel Francisco D. Marbil, Chief of the Philippine National Police (PNP), the Nation’s Peacekeeper will continue to provide avenues for the peaceful surrender and reintegration of former members of armed communist groups fully supporting the government’s Oplan Balik-Loob and the National Task Force ELCAC. Each surrender not only represents a personal decision to pursue peace but also a victory for every Filipino striving for stability and development.

Meanwhile, PBGen Fajardo stated, “The return of these individuals to the law-abiding community is a testament to the unwavering efforts of PNP and its partner agencies in fostering an environment where peace, reconciliation, and progress can flourish.”

As of this writing, all former rebels are being processed for inclusion in the reintegration and livelihood programs offered by the government. These efforts align with PNP’s commitment to serve and protect all communities while fostering long-term peace and inclusive national growth—truly for a Bagong Pilipinas.
