PNP’s Compassionate Service Embodies ‘Serbisyong Mabilis, Tapat at Nararamdaman’

While the primary mandate of the police service is to maintain peace and order, the dedication of the law enforcement officers often extends far beyond what is expected. These men and women in uniform embody the true essence of public service, sacrificing their time, comfort, and safety for the welfare of others.

The Philippine National Police (PNP) takes pride as several acts of public service in the recent weeks have earned commendations from Police Lieutenant General Jose Melencio C. Nartatez Jr., Acting PNP Chief. This strengthens one of his Focused Agenda which thrives on the spirit of community partnership for effective policing.

In Pangasinan, a group of police officers assisted a woman who safely gave birth inside their patrol car on October 24, 2025. Early that morning, personnel of San Jacinto Municipal Police Station (MPS) were surprised when a man rushed to their office, pleading for help because his wife was in labor. Police Master Sergeant Timmy Aivy Estayo, the Station Health Officer and a registered nurse, together with Police Executive Master Sergeant Roy dela Peña and Patrolman King Abe, immediately boarded their patrol vehicle to bring the pregnant woman to the hospital.

While crossing Barangay Guibel, fate took an unexpected turn as the baby was already on her way out. With her medical training and calm composure, PMSg Estayo helped the mother safely deliver a healthy baby girl inside the moving patrol car. Upon arrival at the Mapandan Community Hospital, the mother and her newborn baby were given prompt medical care, and were declared safe and stable.

Another extraordinary act of public service was displayed by the Cotabato City Police Office (CCPO) when officers rescued a woman who gave birth along the road in Barangay Rosary Heights 5, Cotabato City, on October 19. At around 3:00 AM, the City Tactical Operating Center (TOC) received a report from duty police officers who were securing the route for the city’s Marathon 2025 that a woman, identified as Maricel Gani, was in active labor and unable to reach the hospital.

Without hesitation, CCPO team led by Police Lieutenant Colonel Reynaldo V. Gabudao, Deputy City Director for Operations, and Police Major Mary Jane A. Culanag, Staff Duty Officer, immediately responded to the scene. Upon arrival, they found the woman hugging her newborn baby, with the umbilical cord still attached. The police provided immediate assistance and quickly transported the mother and the child to the Cotabato Regional and Medical Center for their treatment and care, ensuring their safety and well-being.

On October 13, personnel of Police Station 1 of the Baguio City Police Office promptly responded to a report received through 911 emergency hotline regarding a 63-year-old man experiencing difficulty in breathing along Ferguson Road, Barangay Fairview, Baguio City. The responding officers, PCpl Hannah G. Padsingan, PCpl Genevieve S. Gubat, Pat Efren P. Abnasan Jr., and Pat Gomez N. Pok-uh, rushed to the man’s residence, carried him to their patrol vehicle, and transported him to Baguio General Hospital and Medical Center for immediate medical attention.

The Police Regional Office–Cordillera Administrative Region commended the team’s display of teamwork and quick response, exemplifying the regional office’s distinct culture of discipline and compassion in saving lives – truly a “Home of the Most Disciplined Cops.”

PLtGen Nartatez lauded the police officers who went beyond the call of duty, emphasizing that such acts of compassion reflect the PNP’s Focused Agenda on Active Community Support.
