As the nation turned its attention to President Ferdinand “Bongbong” Marcos Jr.’s fourth State of the Nation Address (SONA) on July 28, 2025, at the Batasang Pambansa Complex in Quezon City, the Philippine National Police (PNP) stood at the forefront of security operations anchored in strategic planning and inter-agency coordination. With nearly 23,000 personnel deployed across key locations in the National Capital Region (NCR) and nearby provinces, the PNP demonstrated its unwavering commitment to maintaining public safety and upholding democratic rights.
In preparation for the high-profile event, Police General Nicolas D. Torre III, Chief, PNP, convened a Command Conference on July 8, 2025, to finalize preparations and mobilize support from regional units. The National Capital Region Police Office (NCRPO) reinforced its ranks with personnel from adjacent Police Regional Offices (PROs), including PRO 3 (Central Luzon) and PRO 4A (CALABARZON). An additional 3,000 personnel from the Armed Forces of the Philippines (AFP), Bureau of Jail Management and Penology (BJMP), and Bureau of Fire Protection (BFP) augmented the 16,000-strong police force already deployed throughout Metro Manila.

Following his charity boxing event in Manila and the distribution of relief goods in Baseco on July 27, PGen Torre personally inspected critical deployment points around the Batasang Pambansa Complex. “We always hope for the best, but we are prepared for the worst,” he stated, reflecting a proactive leadership ethos. The following morning, July 28, he conducted another round of inspections to reaffirm operational readiness and check on the welfare of deployed personnel.

Concurrently, Police Major General Anthony A. Aberin, NCRPO Regional Director, spearheaded coordination efforts with the intelligence community ahead of the SONA. Planned protest activities were closely monitored in partnership with the Quezon City Local Government Unit (LGU), which issued permits with specific conditions to ensure compliance with legal and safety requirements.

On the day of the address, strategic checkpoints were intensified along Commonwealth Avenue and the Batasan Complex in coordination with the PNP Highway Patrol Group (HPG) and the Metropolitan Manila Development Authority (MMDA), to manage traffic and mitigate flood-related disruptions. Civil Disturbance Management (CDM) protocols were rigorously enforced, and heightened security measures were in place, including K9 and Explosive Ordinance Disposal (EOD) units and bomb disposal teams in key areas.

Despite the presence of approximately 4,000 demonstrators, the event proceeded in an orderly manner. The PNP’s strict observance of its maximum tolerance principle was pivotal in de-escalating tensions and upholding civil liberties, underscoring the organization’s operational discipline and restraint.
During his address, President Marcos Jr. stressed that while the reported crime rates have declined nationwide, statistics offer little comfort to those directly affected by criminality. He highlighted the importance of the PNP’s presence in communities through the “5-Minute Response” Program, which enhances the National 911 System for a swift, visible, and accessible law enforcement.

“Ngunit, kahit pa sinasabing bumababa ang antas ng krimen sa bansa, walang ibang magpapalubag ng pangamba at pagkabahala, lalo na sa ating mga biktima mismo ng kriminalidad. Kaya, ang puwersa ng ating Kapulisan ay nagbabantay at rumuronda para nararamdaman ng taumbayan. Sila ay reresponde sa tawag ng tungkulin sa loob lamang ng limang minuto,” the President remarked, affirming the critical role of rapid police response in fostering public trust and national security.

Meanwhile, according to Police Lieutenant General Edgar Allan O Okubo, the Acting Deputy Chief PNP for Operations, the SONA was executed peacefully—with no major security threats, as reported during the Post-SONA Briefings and Discussions held at the Makabagong San Juan National Government Center from July 28 to 30, 2025. The PNP emphasized its maximum tolerance policy toward protests and its continuous collaboration with intelligence agencies
