Rescue Challenge 2026: Strengthening Disaster Response and Community Partnerships

Disasters and emergencies often occur without warning, placing lives and communities at risk. In such critical situations, the ability of responders to act quickly, skillfully, and in coordination can make the difference between life and death. For law enforcement agencies, partner organizations, and community responders, preparedness therefore remains a key element in ensuring that lives are protected and help arrives when it is needed most.

Demonstrating its commitment to readiness and community partnership, the Philippine National Police (PNP) reaffirmed its dedication to strengthening disaster response capabilities during the Rescue Challenge 2026 held on March 5, 2026, at People’s Park, Barangay Baybay, Roxas City. The event was organized by the Capiz Police Provincial Office (PPO) led by its Provincial Director, Police Colonel Albert D. Tapulao, under the supervision of Police Brigadier General Josefino D. Ligan, Regional Director of Police Regional Office 6.

Anchored on the theme “Excellence in Action: Speed, Skill and Survival,” the event aimed to strengthen the operational readiness, coordination, and life-saving capabilities of participating police units and community responders. The challenge gathered teams from sixteen municipal police stations and the Roxas City Component Police Station, working alongside members of the Barangay Peacekeeping Action Teams (BPATs).

Throughout the competition, each team, supported by their BPAT partners, faced demanding scenarios that simulated real-life emergencies, requiring them to demonstrate competence in disaster response and tactical problem-solving. Participants showcased their expertise in various emergency response skills, including basic life support, first aid procedures, knot tying, and different rescue carry techniques. These practical exercises not only tested the participants’ physical capabilities but also their ability to think quickly, communicate effectively, and operate as a unified team during high-pressure situations.

Emerging as the overall champion was the 1st Capiz Provincial Mobile Force Company, which dominated across different categories. Their performance reflected the high level of training and commitment expected from police responders and highlighted the importance of discipline, rigorous training, and teamwork in responding effectively to emergencies.

More than a competition, the Rescue Challenge served as a platform to strengthen collaboration between PNP and community-based responders, particularly members of the BPATs. By involving local partners in training and simulations, PNP continues to build stronger partnerships that enable communities to respond more efficiently during crises. This collaboration ensures that communities themselves become active partners in safeguarding lives and supporting public safety initiatives.

The Rescue Challenge also forms part of the PNP’s broader effort to enhance operational capacity. This also aligns with the PNP Focused Agenda under Enhanced Managing Police Operations, which emphasizes preparedness, improved response capability, and strengthened coordination between police units and community stakeholders.

“This competition reminds us that readiness saves lives. Hindi lang ito tungkol sa kumpetisyon—ito ay paghahanda para sa mga totoong sitwasyon na maaaring harapin ng ating mga komunidad. Ang PNP ay patuloy na magsasanay at magpapalakas ng kakayahan upang masigurong handa kami sa anumang sitwasyon,” said PNP Chief, Police General Jose Melencio C. Nartatez Jr.
