The Nation’s Peacekeepers Strengthen Security and Regional Cooperation During ASEAN Gatherings

Unity, preparedness, and inter-agency coordination took center stage in the Philippines’ successful hosting of the 48th ASEAN Leaders’ Summit 2026 in Central Visayas. Thousands of dedicated security and emergency response personnel worked together to safeguard one of Southeast Asia’s most significant diplomatic gatherings. Through extensive planning, synchronized operations, and strong community cooperation, the Philippine National Police (PNP), together with partner agencies, ensured a peaceful, orderly, and secure summit. These collective efforts reaffirmed the country’s capability and resolve to host major international events.

A large-scale security deployment was formally launched at the Mactan Shrine in Lapu-Lapu City on May 2, 2026, where more than 7,300 personnel from various government agencies were mobilized as part of heightened preparations for the summit.

PNP Chief Police General Jose Melencio C. Nartatez Jr. led the ceremony, joined by members of the PNP Command Group, Directorial Staff, local officials, and personnel. The ceremony marked the implementation of coordinated measures to safeguard delegates, participants, and the public.

To strengthen operational coordination, the Task Group Central Visayas, under the Committee on Security, Peace and Order, and Emergency Preparedness and Response (CSPOEPR) was formally activated. The task group integrated forces from the PNP, the Armed Forces of the Philippines, the Bureau of Fire Protection, the Philippine Coast Guard, the Department of Health, the Office of Civil Defense, and other partner agencies.

Security operations included venue security, convoy protection, coastal and airspace monitoring, traffic management, emergency medical response, and rapid incident handling. These measures ensured seamless coordination and prompt response throughout the summit.

As part of the operational preparations, Police General Nartatez personally conducted an aerial inspection of key areas in Central Visayas to assess operational readiness, validate deployment plans, and ensure the efficient positioning of security forces at strategic locations, along transportation routes, and event venues.

The 48th ASEAN Leaders’ Summit 2026 was held from May 7 to 8 in Lapu-Lapu City, with foreign delegates arriving as early as May 5 and departing by May 12. The summit brought together world leaders and representatives from ASEAN Member States to discuss regional concerns, including security cooperation, economic integration, and policy development aimed at strengthening collaboration within Southeast Asia.

Following the successful conduct of the summit, the Police Regional Office 7 (PRO7), under the leadership of Acting Regional Director Police Brigadier General Arnold E. Abad, reported zero major or untoward incidents throughout the international gathering. The summit’s peaceful and orderly outcome stood as a shining example of what strong collaboration among law enforcement agencies, partner agencies, local government units, force multipliers, private stakeholders, and the public can achieve when united for a common purpose.

Meanwhile, in line with ASEAN’s continuing efforts to combat transnational crimes against women and children, the PNP Women and Children Protection Center (PNP-WCPC), led by Police Brigadier General Maria Sheila T. Portento, proudly hosted the 40th ASEAN Heads of Specialist Anti-Trafficking Units (HSU) Meeting on May 11, 2026, at the DILG-NAPOLCOM Center in Quezon City.

The meeting served as an important ASEAN-level platform that strengthened coordination among senior law enforcement officials in addressing trafficking in persons, online sexual exploitation, and other forms of abuse against women and children. Through policy coordination, intelligence sharing, capacity-building initiatives, and operational cooperation, the HSU further reinforced the collective commitment of ASEAN Member States to protect the rights, safety, and welfare of women and children across the region.

As part of these regional initiatives, the PNP-WCPC continues to represent the Philippines through victim-centered, trauma-informed, and child-sensitive law enforcement approaches aligned with ASEAN commitments and national laws. These efforts contribute to the development of a safer and more secure ASEAN community, particularly for women and children.

The successful hosting of both the 48th ASEAN Leaders’ Summit and the 40th HSU Meeting highlights the PNP’s strengthened operational readiness, inter-agency collaboration, and commitment to international cooperation. Through these efforts, PNP continues to uphold its commitment to “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman,” while promoting peace, security, and public trust both at the national level and across the ASEAN region.
