CPNP Torre’s Three Pillars: “PNP must be Fast, United, and Modern”

A day after his assumption of office as the new Chief of the Philippine National Police (PNP), Police General Nicolas D. Torre III presided over his first Command Conference on June 3, 2025, at the PNP Multi-Purpose Center in Camp BGen Rafael T Crame, Quezon City. This was attended by all members of the PNP Command Group, Directorial Staff, and the Directors of the National Support Units and Police Regional Offices.

In support to President Ferdinand R. Marcos Jr’s brand of governance and his deep aspiration to ensure a more responsive, disciplined, and people-oriented police force, PGen Torre, during the conference, laid down his flagship program anchored on three key pillars, namely: (1) Swift and responsive public service, (2) Unity and morale within the ranks, and (3) Accountability through modernization.

Under the first pillar, the Chief PNP emphasized the immediate need to ensure operational readiness and service efficiency across all police units. He ordered the full implementation and improvement of radio communications systems in every police station nationwide to ensure uninterrupted coordination during emergencies. He also directed all units to conduct a thorough inventory and assessment of the functionality of radios and other essential police equipment.

Likewise, to strengthen public safety and responsiveness, the Top Cop set a strict five-minute maximum response time for all police units in addressing emergency and distress calls. He instructed field commanders to maximize the deployment and usage of all patrol vehicles to increase police visibility and coverage in communities.

Recognizing the importance of personnel welfare, under the second pillar, the Chief PNP ordered the enforcement of an eight-hour duty policy to help ensure the well-being and efficiency of police personnel. Additionally, he called for the availability of legal services for all members of PNP, not only for work-related concerns but also for personal matters—underscoring the importance of holistic support for every officer.

PGen Torre emphasized that unity and high morale are essential to maintaining discipline and professionalism within the organization. He urged all commanders to immediately cascade his directives to the grassroots level and ensure their full implementation in every unit.

The third pillar will allow PNP to fully utilize modern technology such as forensics, drones, and body cameras to effectively and efficiently enhance its crime-solving efforts throughout the country, eventually boosting public trust to the police force.

“As we move forward, we will focus on delivering a brand of service that is fast, efficient, and always within reach of our people. We are strengthening our internal cohesion and ensuring that every member of the PNP family feels protected, valued, and heard,” said PGen Torre.

 “And most importantly, we will modernize—not just our tools and systems—but the way we lead and the way we serve,” he added.

PGen Torre also urged all commanders to work together with a shared sense of purpose and responsibility.

“Let [us] move as one organization—united in our mission and committed to real action on the ground. I am counting on every commander to take these directives seriously and make sure they are implemented consistently in every unit, across all regions.”

With his firm leadership now in motion, PNP is expected to reach greater heights,  fully supporting the administration’s vision of a Bagong Pilipinas—grounded in discipline, public trust, and genuine service to the Filipino people.
