The Philippine National Police (PNP) continues its relentless fight against cybercrimes, strengthening efforts to protect Filipino citizens from the growing threats in the digital world. Through the PNP Anti-Cybercrime Group (ACG), led by Police Brigadier General Bernard R. Yang, then Acting Director of ACG, PNP signed a renewed Memorandum of Agreement (MOA) with G-Xchange Inc., also known as GCash, and the Information Technology and Business Process Association of the Philippines (IBPAP) at The Premier, Corporate Finance Plaza Condominium in Pasig City on October 9, 2025.
Also in attendance during the event were representatives from GCash, including Mr. Miguel Geronilla, Chief Information and Security Officer; Ms. Mabel M. Niala, Public Affairs Manager; Mr. Jerome C. Lanti, External Affairs Manager; and other key PNP officials.

Originally signed in 2022, the MOA reinforces collaboration between PNP-ACG and both private and public sectors to enhance cybersecurity awareness, capability-building, and information sharing. This renewed agreement underscores the shared commitment to address financial cybercrimes while strengthening consumer protection amid the growth of digital payment systems.

Through this partnership, PNP aims to improve cybercrime investigations, safeguard online users, and foster a safer digital environment for the Filipino people. A highlight of the event was the launch of the PNP-ACG’s Cybersecurity and Fintech Handbook in partnership with GCash. This handbook equips ACG personnel with crucial knowledge on financial cybercrime trends and schemes. It includes modules on cybersecurity frameworks, cybercrime laws, financial investigations, fintech systems, and cryptocurrency fundamentals, ensuring that they are well-prepared to address modern digital threats.

The event also introduced the Scam Assistance Hub, a project that allows quick and easy scam reporting through a simple QR code. These initiatives are designed to complement law enforcement efforts, enabling faster and more coordinated actions against emerging cyber fraud and scams.
“These initiatives are a collective step forward in our continuing effort to protect Filipinos in the digital space. Through strategic collaborations and timely learning tools, we are building a law enforcement force ready to address today’s emerging cyber threats,” said PBGen Yang.

On the same day, PBGen Yang, along with public and private sector partners, successfully held the Cyber Forum on Virtual Assets. Atty. Rafael Vicente R. Calinisan, Vice Chairperson and Executive Officer of the National Police Commission, graced the event as the Guest of Honor and Speaker. The forum featured panel discussions with representatives from government agencies and private financial institutions, covering topics such as law enforcement concerns regarding cryptocurrency used in illegal activities, government regulations on cryptocurrencies, and technological measures to secure cryptocurrency transactions. The said forum served as a platform for collaboration and knowledge sharing among key stakeholders, further strengthening cybersecurity measures and promoting the responsible use of virtual assets.

Beyond these programs, PNP-ACG intensified its nationwide cybercrime operations throughout October, achieving significant results. ACG operatives arrested 121 suspects, with 79 apprehended through entrapment operations and 42 through warrant enforcement; and executed 115 cyber warrants, including Warrants to Disclose Computer Data, Search, Seize, and Examine Computer Data.
The Group also filed 208 criminal complaints across the country, comprising 138 regular filings and 70 inquest cases, which led to the rescue of 15 online abuse victims and the protective custody of two children in conflict with the law.
Police Lieutenant General Jose Melencio C. Nartatez Jr., Acting PNP Chief, commended ACG’s sustained accomplishments, stating: “These accomplishments show the resolve of our cybercrime units to meet criminals where they operate—online. We will keep expanding our digital capabilities to ensure that every Filipino feels protected, whether on the streets or on their screens.”
These achievements reflect the PNP’s commitment in creating a safer digital environment, consistent with its Focused Agenda to enhance the management of police operations and to protect Filipinos from all forms of abuse, whether on the streets or in the cyberworld.
