The Philippine National Police (PNP) continues to strengthen its commitment to transparency, accountability, and long-term institutional reform through the Performance Governance System (PGS)—a long-term strategic framework designed to transform the organization into a more capable, effective, and credible police force by 2030. Anchored in good governance principles and results-based performance, PGS serves as a roadmap that aligns the PNP’s operational priorities with its vision of professional excellence across all levels.
Over the years, PNP has steadily advanced its reforms, enhancing systems for performance management, strengthening stakeholder engagement, and institutionalizing data-driven decision-making processes. These efforts, supported by strong collaboration with partner institutions, ensure that reforms are sustained and responsive to the evolving needs of public safety and security.

As part of this continuing transformation journey, the PNP marked another milestone in organizational excellence with the successful conduct of the Conferment of Performance Governance System (PGS) Status to five offices and units on April 23, 2026, held at the Sinagtala P.A.T.R.O.L.ers’ Hall, Center for Police Strategy and Management (CPSM), Camp BGen Rafael T Crame in Quezon City.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., presided over the conferment rites, recognizing the exemplary efforts of units that have demonstrated strong adherence to governance standards and excellence in performance management. The recognition reflects the collective efforts of PNP personnel in aligning operational initiatives with long-term institutional goals.

The ceremony was attended by key officials and stakeholders, including Director General Ricardo F. De Leon of the National Intelligence Coordinating Agency (NICA) and Chairperson of the National Advisory Group for Police Transformation and Development (NAGPTD); Commissioner Rafael Vicente R. Calinisan, Vice Chairperson and Executive Officer of the National Police Commission and Vice Chairperson of NAGPTD; Police Lieutenant General Neri Vincent D. Ignacio, Chief of the Directorial Staff and Chairperson of the Technical Working Group for the PNP P.A.T.R.O.L. Plan 2030; Police Brigadier General Madeline D. Cacao, Chief of the Center for Police Strategy and Management; along with other guests and PNP officials.

During the ceremony, various PNP units were conferred with corresponding PGS statuses in recognition of their progress in institutionalizing reforms. The Police Regional Office–Negros Island Region received the “Initiated” status, marking its first step toward transformation under the PGS framework. The Philippine National Police Academy was awarded the “Compliant” status, reflecting its adherence to governance standards and commitment to continuous improvement.

Meanwhile, the “Institutionalized” status, the highest level of PGS recognition, was conferred upon Police Regional Office 5 (PRO 5), the Directorate for Research and Development (DRD), and the Directorate for Logistics (DL). This status signifies the successful integration of governance reforms into their systems and operations, ensuring sustainability and long-term organizational impact.


Outstanding units were likewise recognized for their exceptional performance. PRO 5 received the Silver Eagle Award with an overall rating of 93.83%, while DRD also earned the Silver Eagle Award with a rating of 94.68%. DL earned the Gold Eagle Award after achieving an overall rating of 96.87%, demonstrating excellence in governance practices and a strong commitment to institutionalizing reform initiatives.

In his message, the PNP Chief underscored his role in steering the organization toward fulfilling its core mandate of ensuring public safety and security. He emphasized the importance of community cooperation and stakeholder support in driving meaningful transformation within the PNP. He also highlighted the need to strengthen accountability mechanisms, further enhance data management systems, streamline operational processes, and ensure the consistent implementation of reforms across all units and offices.

The successful conferment ceremony underscores the PNP’s unwavering commitment to institutional excellence and reform. As the organization continues its journey under the PGS, it reinforces its dedication to building a professional police force that is responsive to the people’s needs and worthy of public trust, in line with the vision of a Bagong Pilipinas.
