Swift and responsive public service is one of the three key pillars introduced by Police General Nicolas D. Torre III, Chief of the Philippine National Police (PNP). Central to this vision is the “5-minute maximum response time” policy, an initiative that underscores his commitment to citizens-first policing, where no cry for help is ignored and no threat goes unaddressed.
This commitment was exemplified on the evening of July 13, 2025, when a call for help was made through the 911 emergency hotline. Within just three minutes, police personnel from the City of San Fernando Police Station, led by Police Lieutenant Colonel Rogelio B. Miedes, swiftly arrived on the scene.
The emergency call was received at 8:33 PM, and by 8:36 PM, responding officers were already at the location. The 33-year-old victim, a club entertainer, reported that she had allegedly been assaulted by her 48-year-old former boyfriend, a resident of the City of San Fernando.

According to her statement, the suspect appeared outside her workplace in Catbangen, San Fernando City, La Union, at around 7:45 PM, prompting her to seek refuge with the assistance of a co-worker. However, the situation escalated when, as she attempted to leave through the fire exit, the suspect allegedly forced his way in, threw his cellphone at her, and shouted profanities. Terrified, she ran to the staff quarters for safety while her co-workers immediately called 911.
Upon the arrival of the police, the victim was promptly secured and brought to the City Health Office (CHO) for medical evaluation and proper documentation of the incident.
“This is the kind of decisive, people-first service we are committed to,” said PLtCol Miedes, emphasizing that the PNP’s 5-minute response is not merely about speed—it is about building trust, accountability, and a more people-centered approach to policing.
This incident serves as a clear example of how the PNP’s enhanced response mechanisms can make a real difference, particularly in cases involving vulnerable sectors such as women. The PNP continues to uphold a firm stance against all forms of violence and abuse, especially those committed against women and children.
