To Lead with Honor and with Purpose: The PNPA “Silang-Paglaom” Class of 2026

The journey toward becoming a police officer is never easy. It is shaped by discipline, sacrifice, and an unwavering commitment to public service. At the Philippine National Police Academy (PNPA), cadets undergo years of academic, physical, and tactical training that test not only their strength and intelligence but also their integrity and character. From early morning drills to field exercises and leadership development programs, each cadet is molded into a protector of peace, equipped for the realities of law enforcement.

On March 27, 2026, this journey culminated as President Ferdinand R. Marcos Jr. led the 47th Commencement Exercises of PNPA at Camp General Mariano N. Castañeda in Silang, Cavite. The ceremony celebrated the graduation of 326 cadets comprising the “Silang-Paglaom” Class of 2026, marking their transition from trainees to police commissioned officers of the Philippine National Police.

Also present during the ceremony were DILG Secretary Juanito Victor C. Remulla, NAPOLCOM Vice Chairperson and Executive Officer Rafael Vicente R. Calinisan, PNP Chief Police General Jose Melencio C. Nartatez Jr., PNPA Director Police Major General Andre P. Dizon, and other PNP officials.

Guided by the theme “Pagsilang ng Bagong Hanay: Sandigan ng Hustisya, Pag-asa ng Mamamayan,” the event showcased how rigorous training has produced police leaders committed to justice, integrity, and service to the Filipino people.

The “Silang-Paglaom” Class of 2026 emerged from a highly competitive selection process that began with more than 33,000 applicants nationwide. Despite the challenges posed by the pandemic and natural calamities, only 326 cadets, comprising 230 males and 96 females, successfully completed the academy’s academic and tactical programs. They now formally join the Philippine National Police as commissioned officers with the rank of Police Lieutenants, bringing with them the discipline, competence, and commitment required to uphold peace and order across the nation.

Leading the class is Cadet Van Marie Editha G. Cagasan of Baybay City, Leyte, who earned the distinction of Top 1 and was awarded the prestigious Presidential Kampilan Award. The rest of the Top 10 were: Top 2, CDT Jhon Rhovic G. Talagtag of Nabua, Camarines Sur; Top 3, CDT Joanne Gwen B. Huiso of Valencia City, Bukidnon; Top 4, CDT Bienesto Fidel A. Junio of Bayambang, Pangasinan; Top 5, CDT Daryl C. Lunag of Hingyon, Ifugao; Top 6, CDT Kharen Mae M. Gulfo of Sibagat, Agusan del Sur; Top 7, CDT Hazelyne Pearl B. Mangora of Tuguegarao, Cagayan; Top 8, CDT Mary Angel Rea B. Espida of General Santos City; Top 9, CDT Trixia Raye L. Ajose of Balagtas, Bulacan; and Top 10, CDT Ed Cedrick T. Julian of Taguig City.

In his keynote message, President Marcos congratulated the graduates while emphasizing the responsibilities that come with wearing the police uniform. He reminded them that while public trust in the police force has improved in recent years, there remains a need for continuous effort to strengthen credibility and accountability within the ranks.

He emphasized the importance of maintaining a visible police presence in communities and strictly upholding discipline at all times. The President also reiterated a zero-tolerance policy for corruption and human rights abuses, stressing that there is no place in the profession for those who violate the law.

The President further challenged the graduates to become instruments of reform within the organization, urging them to help cleanse the ranks and ensure that the actions of a few never undermine the reputation of the entire institution. He called on them to become problem solvers who enforce the law fairly, bring justice to the oppressed, and remain faithful to their oath to serve the Republic and the Filipino people above all else.

True to their name, the “Silang-Paglaom” Class—“Sinanay na alagad ng kapayapaan na maglilingkod sa Pilipinong mamamayan,” represents a new generation of hope for the nation.

As they step into their roles as police commissioned officers, the members of the “Silang-Paglaom” Class carry not only the weight of responsibility but also the hopes of the nation. Their training has prepared them for the challenges ahead, but it is their character and commitment that will ultimately define their service.

In closing, the President left the graduates with a message that captures both the weight of their duty and the promise of their calling, saying: “To our awardees who have demonstrated excellence, let your example be the standard for your entire career and an inspiration to your peers. Once again, congratulations to the Silang-Paglaom Class of 2026. Go out and lead with honor and with purpose.”
