It is in this spirit that the Police Community Affairs and Development Group chose to honor the true meaning of the season of hearts by answering the quiet cry of a child whose every heartbeat calls for hope.
This year, instead of giving flowers and chocolates to its personnel, PCADG, led by its Director, Police Brigadier General Vina H Guzman, chose a path that reached far beyond tradition. The Group asked a simple yet profound question. How can we celebrate love in a way that gives life to someone who needs it most?

The answer led to a Valentine’s Day defined not by gifts that fade, but by compassion that lives on. On February 16, 2026, PCADG personnel gathered at the PNP Museum-Audio Visual Room in Camp BGen Rafael T Crame in Quezon City, united by a shared purpose. Instead of flowers and chocolates, they received “Save a Heart” shirts, each one representing a collective promise to stand with a 12-year-old Cedie Sabuero De Guzman, a brave child battling Complex Congenital Heart Disease.
For Cedie, every day is a quiet struggle measured in heartbeats. Born on July 18, 2013, he has already endured two major heart surgeries, trials that would test even the strongest spirit. Yet his fight is not over. A third open-heart procedure is urgently needed, but financial hardship forced its postponement, placing his fragile future on hold. Behind his gentle courage stands his mother, Mrs. Jona S. De Guzman, a cancer survivor who has faced her own battles with life and refuses to surrender hope. Her strength is drawn from love, the kind that wakes each morning, determined to keep fighting for her child’s tomorrow.

As PCADG personnel received their shirts, the room held more than the atmosphere of a celebration. It carried a shared understanding that love is most powerful when it lifts another life. Each purchase became a heartbeat of hope, a lifeline extending from the hearts of PCADG personnel to the fragile chest of a young warrior. The initiative reflected the very soul of PCADG’s mission, proving that policing is not only about duty, but also about humanity, empathy, and care for those who suffer quietly.
It likewise mirrors the guiding principle of the Philippine National Police under the leadership of Police General Jose Melencio Nartatez Jr., Chief PNP, whose vision, “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman,” calls for service that not only enforces the law but responds to the urgent heartbeat of humanity.

In her message, PBGen Guzman emphasized the significance of the initiative, “Through our “Save a Heart’ shirts”, we transformed Valentine’s Day into a living promise of hope for Cedie. Our simple act of unity is a collective embrace for a family carrying a heavy burden, proof that love finds its highest purpose when it reaches those who need it most. When we stand together, compassion becomes strength, and that strength has the power to change someone’s tomorrow.”
