Demonstrating the government’s continued commitment to strengthening emergency response capabilities and enhancing public safety services, the Philippine National Police (PNP) joined key government officials and stakeholders in the simultaneous launching of four Unified 911 Satellite Command Centers in Western Visayas on June 5, 2026. The initiative marks another milestone in the government’s efforts to establish a more accessible, coordinated, and technology-driven emergency communication system that delivers faster assistance to communities during times of crisis.

Held at the Leganes Fire Station, the launching brought together local government officials, emergency response agencies, and local chief executives in support of the nationwide expansion of the Unified 911 Program.

PNP Chief Police General Jose Melencio C. Nartatez Jr. represented Department of the Interior and Local Government Secretary Juanito Victor C. Remulla during the event. Upon his arrival, he was welcomed by Police Brigadier General Randulf T. Tuaño, Acting Regional Director of Police Regional Office 6. Also present during the event were Fire Chief Superintendent Wilberto Rico Neil Ang Kwan Tiu, Officer in Charge of the Bureau of Fire Protection; Leganes Mayor Vicente P. Jaen II, Iloilo City Mayor Raisa Maria Lourdes S. Treñas-Chu, and New Lucena, Iloilo Mayor Atty. Carl Vincent G. Mondejar, along with representatives from various government agencies, emergency responders, and local officials from across the region.

Before the formal launch, Police General Nartatez personally observed a Simulation Exercise (SIMEX) conducted to evaluate the operational readiness, interoperability, coordination mechanisms, and response capabilities of agencies involved in the Unified 911 system. The exercise highlighted the importance of seamless communication and rapid coordination among emergency responders during critical incidents and public safety emergencies.


The Unified 911 Satellite Command Centers serve as strategic extensions of the national emergency hotline system, enabling faster dispatch of responders and improving coordination among police, fire, medical, and disaster management units. By bringing emergency communication services closer to local communities, the initiative aims to reduce response times and enhance the government’s capacity to provide immediate assistance whenever and wherever needed.

The project also reflects the government’s continuing efforts to modernize public safety services by integrating advanced communication technologies and strengthening inter-agency collaboration. Through these satellite command centers, authorities seek to ensure that emergency calls are addressed more effectively, resulting in the quicker and more efficient delivery of public safety services throughout the region.

Following the launch, Police General Nartatez Jr. led the inauguration of the newly constructed Leganes Municipal Police Station (MPS), designed to provide a more conducive working environment for police personnel and improve the delivery of law enforcement services to the community. The inauguration also highlights the PNP’s commitment to continuously improving its infrastructure and operational readiness.

As the PNP continues to support programs that enhance public safety and emergency preparedness, the inauguration of the Leganes MPS and the simultaneous launch of the Unified 911 Satellite Command Centers underscore the importance of collaboration among government agencies, local government units, and community stakeholders in building safer and more resilient communities.
