Standing Strong for the Nation: PNP’s Commitment Amid Calamity and National Duty

As the nation continues to face both natural calamities and significant national events, the Philippine National Police (PNP) remains at the forefront—resilient, ready, and reliable. In a stirring message delivered during the Monday Flag Raising Ceremony on July 21, 2025, at Camp BGen Rafael T. Crame in Quezon City, PNP Chief, Police General Nicolas D. Torre III, expressed his gratitude to all police personnel actively engaged in rescue, relief, and security operations nationwide.

“As we begin the new week in service, I want to commend each and every one of you, our men and women on the ground, for continuing to serve with utmost dedication and compassion amid these challenging times,” he stated.

With heavy rains and strong winds affecting various provinces from Luzon to Mindanao due to tropical storms, PNP has been on high alert conducting preemptive evacuations, assisting in relief operations, clearing road obstructions, and ensuring the safety of communities amid flooding and landslides.

“I am very proud of you,” said PGen Torre, addressing all personnel in SAR uniforms who are at the forefront of the response. “Nakaka-high morale tingnan as your Chief PNP, seeing you brave the elements to provide even the slightest relief to our kababayans. Maraming salamat sa inyong pagsuporta sa ating mga programa,” he added.

He reminded all personnel that the rainy season is far from over and emphasized the importance of continuous preparedness, stating, “Preparedness saves lives. Ang mabilis at maagap na serbisyo ay hindi lang sukatan ng ating propesyonalismo, ito rin ay ating sinumpaang tungkulin sa bayan.” He also urged all PNP units not to be complacent and to maintain close coordination with Local Government Units (LGUs), Barangay officials, and Local Disaster Risk Reduction and Management Councils (LDRRMCs).

As disaster operations continue, PNP also turns its focus to national security preparations ahead of the fourth State of the Nation Address (SONA) of President Ferdinand Marcos Jr., scheduled on July 28, 2025.

The PNP Chief lauded the National Capital Region Police Office (NCRPO), led by Police Major General Anthony A. Aberin, Regional Director of NCRPO, for its recent Civil Disturbance Management (CDM) Competition, calling it more than just a display of skills: “It was a simulation of possible scenarios we may encounter before, during, and after the SONA. The competition tested the readiness and restraint of our personnel from the NCRPO’s five Police Districts and the Regional Mobile Force Battalion.

RMFB emerged as champion, followed by the Southern Police District (SPD) and the Eastern Police District (EPD) as first and second runners-up, respectively. The CDM competition reflected NCRPO’s proactive efforts in responding to challenges that require de-escalating tension, maintaining public safety, and upholding human rights under pressure.

With the eyes of the nation focused on PNP during such significant national events, the PNP Chief urged all commanders to ensure disciplined, well-briefed, and fully equipped deployments: “We must uphold the highest standards not only to secure the event but also to preserve peace, uphold public order, and protect the rights of all, including protesters.”

He emphasized the importance of clear operational guidelines, inter-agency cooperation, logistical readiness, and intelligence coordination in ensuring a peaceful and successful SONA.

“Whether in times of calamity or during national gatherings, the Filipino people can always count on us. Let us show the nation once again what it truly means to be [police officers]— Maka-Diyos, Makabayan, Makatao, at Makakalikasan,” he concluded.
