At the heart of these reforms is the 5-Minute Response Time initiative, which marks a significant shift from the traditional precinct-based setup. Instead of waiting in stations, police personnel are now adapting a more mobile and proactive approach. This enables them to respond quickly, professionally, and at any hour to those in need.
This renewed commitment was demonstrated during an emergency on July 23, 2025, in Dagupan City, Pangasinan, where the rapid response of local police turned a potentially tragic situation into a successful rescue operation.
As heavy rains and rising tides flooded parts of the city, an emergency call came in through E-911 from a resident of Barangay Herrero-Perez at around 10:22 AM. Within just four minutes, by 10:26 AM, police officers from Sector 2 of the Dagupan City Police Station, led by Police Lieutenant Colonel Brendon B. Palisoc, Chief of Police, were already on-site conducting a rescue operation.
The swift action of the responding officers led to the successful rescue of three individuals who had been trapped inside their home: a person with disability, a senior citizen, and a minor. All three were safely brought to the East Central Elementary School Evacuation Center, where they received immediate medical attention and support from disaster response teams.
Even in the face of natural disasters, the Dagupan City Police have proven their readiness to protect and serve their communities. Their actions reflect the true meaning of “Serbisyong may Puso”—a service that is not only efficient but also filled with compassion and benevolence. This aligns with the mantra of Police Brigadier General Dindo R. Reyes, Regional Director of PRO1, which envisions a regional police force that is “Maasahan, Malalapitan, at Mapagkakatiwalaan.”
