Simple Acts, Strong Partnership: NGOs Turnover Donations to the Police Force

While the primary mandate of the Nation’s Peacekeeper is to serve and protect, it also embraces its pivotal role as a proactive leader in humanitarian and civic activities. Equally vital as public service is protecting the morale of its personnel, which reinforces their sense of value and resilience in their mission to ensure peace and security in the country.

The Philippine National Police (PNP) marked another milestone in its enduring partnership with Non-Government Organizations (NGOs), when Sibol Kapayapaan at Progreso (SIKAP) and KASIMBAYANAN Better Phil Movements handed over donations during the Ceremonial Turnover on August 7, 2025 at the PNP Star Officers’ Lounge, NHQ Building in Camp BGen Rafael T Crame, Quezon City.

The donations were received by Police General Nicolas D. Torre III, PNP Chief, through Police General Marvin Joe C. Saro, Director of the Police Community Affairs and Development Group (PCADG), from SIKAP and KASIMBAYANAN Better Phil Movements headed by Ms. Marilou Lee and Mr. Ric Lim Chan, respectively. The donated goods, included 100 packs of 5kg rice, 250 loaves of bread, and 100 pairs of slippers, intended for distribution to PNP uniformed personnel. The initiative aims to uplift police officers as they render their daily duties for the community.

In his brief message delivered by PBGen Saro, PGen Torre extended his gratitude to the NGO donors, recognizing their support and generosity in boosting the morale of police officers. “Ako po ay taos-pusong nagpapasalamat sa ating mga partners para sa [kanilang] bukas-palad na suporta at walang sawang pagtitiwala sa ating mga pulis. Ang mga pinagkaloob na goods ay napakalaking tulong para sa [ating] mga kapatid sa serbisyo. Ang mga simpleng bagay na ito ay may malaking epekto, lalo na sa aspeto ng morale at well-being ng ating mga PNPpersonnel,” said PNP Chief.

He further emphasized that the turnover served as a testament to the community’s role as an active ally of PNP. “Ang turnover na ito ay patunay sa matibay na ugnayan sa pagitan ng kapulisan at ng ating mga katuwang sa community development. Ito pong mga goods ay ipapamahagi sa ating mga uniformed personnel bilang pagkilala sa kanilang patuloy na serbisyo at dedikasyon. Higit pa sa materyal na tulong, ito po ay simbolo ng pagkakaisa, malasakit, at pagmamahal sa bayan,” he added.

Also in attendance during the turnover were Police Colonel Gemma C. Vinluan, Secretary to the Directorial Staff (SDS); Police Colonel Jessie B. Tamayo, Assistant Executive Officer of the Directorate for Police Community Relations (DPCR); Police Colonel Esmeraldo P. Osia Jr., Chief of Community Affairs Division, DPCR; Police Colonel Adonis B. Guzman, Deputy Director for Operations, PCADG; and other senior officials.

This partnership serves as a reminder that public service thrives best when different sectors work hand-in-hand toward a common goal—uplifting lives and fostering resilience.

In an end-note, PGen Torre assures the public of the PNP’s unwavering commitment to public service stating: “Ang PNP ay patuloy na maninindigan at maglilingkod para sa kapakanan ng bawat Pilipino.
