IAS at the Helm of the PNP’s Moral Renewal and Integrity Monitoring Drive

Integrity has always been the soul of the police uniform. It is the unseen badge that weighs heavier than any rank and the one virtue that defines the strength of the Philippine National Police (PNP). Under the leadership of Acting Chief, PNP, Police Lieutenant General Jose Melencio C. Nartatez Jr., the organization is undergoing a renewal of purpose aimed at strengthening the moral core of every police officer and rebuilding public confidence.

Among the key elements of his Focused Agenda is Integrity Monitoring, a campaign designed to reinforce accountability, transparency, and discipline within the ranks. This initiative reflects the continuing commitment of the Nation’s Peacekeepers to the call of President Ferdinand R. Marcos Jr. for all government institutions to embody integrity, accountability, and professionalism.

Guided by the vision of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman,” the organization is reshaping itself from within, with the Internal Affairs Service (IAS) headed by Inspector General, Atty. Brigido J. Dulay, serving as the guardian of ethics, discipline, and moral conduct.

From January to September 2025, IAS charged 3,288 police personnel with administrative offenses, an increase from 2,857 in 2024. These numbers do not indicate moral decline, but rather demonstrate the growing determination to confront misconduct and uphold discipline without bias or hesitation. Within the same period, IAS received 2,041 complaints, completed 1,508 pre-charge investigations, and resolved 1,041 cases, underscoring that internal accountability within the police service is active, deliberate, and just.

IAS also conducted 16,735 inspections nationwide, inlcuding 75,458 spot inspections, 5,807 proactive inspections, and 10,928 special inspections related to national and local events. These initiatives ensure that all units maintain operational efficiency and ethical behavior at all times. Notably, recorded infractions dropped by 37 percent, from 6,244 in 2024 to 3,912 in 2025, a clear indication that discipline and command supervision are taking firm root across all levels.

Complementing these efforts are programs such as IMPLAN PANTA, SALIKOP, and BASINGCAWEL, which reinforce accountability in command responsibility, unauthorized protective services, and election-related operations. Meanwhile, through Community Service-Oriented Policing (CSOP), IAS engaged 2,185 community members in 2025, proving that discipline and public trust are inseparable pillars of effective policing.

The 26th IAS Founding Anniversary, celebrated on October 15, 2025, highlighted these milestones under the theme “IAS, Tagagabay ng Disiplinadong Pambansang Kapulisan, para sa Ligtas na Pilipinas.” Graced by Vice Chairperson and Executive Officer Commissioner Rafael Vicente R. Calinisan of the National Police Commission, the event underscored the role of PNP IAS in promoting discipline and ethical conduct. Also in attendance were Police Lieutenant General Bernard M. Banac, The Deputy Chief PNP for Administration, and other key PNP officials.

Another highlight of the celebration was the launching of the Unit’s two major publications: the Investigator’s Handbook and the Inspection Handbook, which both serve as uniform guides for investigators and inspectors nationwide. These handbooks, described as “the blueprints of integrity and discipline,” symbolize the IAS’ commitment to uphold justice and due process.

“Upholding discipline and integrity is not just an internal mandate—it is our moral contract with the Filipino people. Through strengthened monitoring and transparent mechanisms, we ensure that every police officer remains worthy of the badge they wear,” said PLtGen Nartatez.

The continuing story of the PNP’s internal reform is one of courage, humility, and resolve, a story of a police force willing to confront its flaws, correct its course, and rebuild its moral strength. Integrity Monitoring, as part of the PNP Focused Agenda, is a movement to restore faith in leadership, faith in justice, and faith in the service that every Filipino deserves.

As the PNP Internal Affairs Service marks another year of steadfast service, it stands as a reminder that integrity is not merely a word to be spoken, but a principle that must be lived and proven through action. With every case resolved, every inspection conducted, and every reform implemented, PNP continues to show that true public service begins and endures with integrity.
